Thursday Morning Riddle

I am cutlery’s name when I’m non-silver ware;
I am pop with no fizz; or a tax that seems fair;
A one-bedroom apartment by St. George’s Square;
And a wheel with no air that’s replaced by a spare.

Who am I?
