I come just before Papa, and follow November;
The Grouch from a Street that you fondly remember;
Burn Felix’s couch with cigars dropping ember;
And statues they give an Academy member.

Who am I?

    Oscar. Why am I surprised that you know the military alphabet? I see that now it’s known as The NATO phonetic alphabet, officially denoted as the International Radiotelephony Spelling Alphabet.

    NATO was in the first draft:
